6 week old puppy being vey agressive and was never with its mother.?

my friend got a pup for a present its 6 weeks old and has never been with its mother. he met my 3 month old puppy and her puppy was fine untill mine started to lick him.. now her puppy is being very agressive when he gets touched or picked up. i dont know if its because he was never with its mother to learn all it needs to know. but he bites hard and growles alot. she wants to train him herself, should she bring him to a puppy specialist?
